The Illinois Gaming Board is seeking public comments and proposals for a potential future video gaming rulemaking that could allow temporary operating permits, expedited licensure and/or conditional licensure in narrow circumstances where video gaming establishment applicants have satisfied necessary suitability, eligibility and gaming integrity requirements and safeguards. The IGB is seeking stakeholder input about these topics, including ideas about how to establish, evaluate and implement criteria to allow – in limited circumstances – certain video gaming applicants to operate in advance of final licensure or expedited licensure for certain categories of applicants.
The IGB is initiating this public comment process as it explores the feasibility of potential changes to remove duplicative requirements and expedite operation for eligible establishments while remaining faithful to the statutory mandate to preserve the safety, integrity, and public confidence in Illinois gaming.

The Illinois Gaming Board is the state regulatory and law enforcement agency that regulates all aspects of casino gambling, video gaming, and sports wagering in Illinois.
The IGB consists of five Board Members appointed by the Governor and confirmed by the Senate. The IGB Administrator serves as the agency's chief executive and directs daily agency operations.
IGB civilian and sworn staff perform regulatory, oversight, licensing, enforcement, investigative, rulemaking, adjudicatory, and tax collection functions. The staff conducts audits and investigations of applicants and licensees as well as analyzes legal, financial, regulatory, compliance, technical, and criminal issues to ensure the integrity of gaming in Illinois as mandated by statute. The IGB licenses and approves gaming operations, entities and personnel based on background and financial investigations conducted by IGB staff.
The IGB also administers the Self-Exclusion Program for problem gamblers.
llinois was the second state in the nation to legalize riverboat gambling with the passage of the Riverboat Gambling Act in February 1990. In September 1991, the first riverboat casino opened in Alton and the most recent casino opened in Chicago on September 9, 2023. Today, there are 15 authorized casinos operating throughout Illinois.
The Video Gaming Act was enacted in July 2009, authorizing the placement of Video Gaming Terminals (VGTs) in licensed retail establishments, truck stops, and veteran and fraternal establishments. The VGTs are all connected to and monitored by a Central Communications System. Today, more than 8,400 licensed video gaming locations operate over 46,400 VGTs across the state – comprising the largest video gaming network of its kind in the world.
The Illinois Sports Wagering Act was enacted on June 28, 2019, as part of the state's landmark 2019 gaming expansion law, and it legalized sports wagering online and at Illinois casinos and horseracing tracks. Illinois sports wagering launched in March 2020 and has since evolved into one of the largest sports wagering markets in the United States. Currently, 13 sportsbooks operate in Illinois.
